US Senate delays CLARITY Act again — this time for Russia sanctions

The US Senate is temporarily setting aside the CLARITY Act, the bill meant to define crypto market structure rules. Other priorities got in the way: Majority Leader John Thune focused floor time on a package of personnel confirmations and a sanctions bill targeting Russia's leadership and trading partners, CoinDesk reports.

  • Procedural rules mean the chamber can generally only handle one disputed bill at a time — so the CLARITY Act vote waits until the floor schedule clears.
  • The Senate's attention on July 27-28 is also occupied by the funeral of the late Senator Lindsey Graham, who backed the sanctions bill.
  • The next possible floor vote window is the last week before the Senate's August 8 recess; missing it pushes the next opportunity to September.
His next floor-time priority would go to the Russia legislation.

Senator Cynthia Lummis has described what the bill is meant to be: "a consumer-friendly disclosure framework for digital assets. Not retrofitted from 1933. Built for 2026 and beyond," as quoted by Yahoo Finance.
