Patrick McHenry, former chairman of the House Financial Services Committee, told Bloomberg that the CLARITY Act's passage is "a matter of when, not if," according to a post on X.

An important caveat

The original Bloomberg piece carrying that quote wasn't directly accessible, and we could not independently verify the exact wording against the primary source. McHenry's underlying position is well documented elsewhere, though: earlier in July he compared the CLARITY Act's significance to the 1996 Telecommunications Act, calling it one of the most important pieces of technology legislation the country needs to keep its lead in digital assets.

The Senate reality is less clear-cut

On July 23, Senate Majority Leader John Thune told reporters plainly: "I would like to at least get Clarity started. We'll see where the votes are," per CoinDesk — meaning the bill will most likely miss the pre-recess window. White House adviser Patrick Witt struck a more optimistic tone, saying the first week of August remains a real window and he wouldn't count it out.

What's in the way

Democrats continue to push back on the ethics provisions for officials, while Republicans object to stablecoin-yield rules. The original target date was August 7, but the Senate looks unlikely to make it this week. September remains a backup window, but competition for Senate floor time is fierce, and passage still hinges on at least 60 votes, including a chunk of Democrats.
