Saylor calls Bitcoin's rules a constitution — and warns the real threat is internal

Michael Saylor, co-founder of Strategy (formerly MicroStrategy), posted a nine-part thread on X calling Bitcoin's consensus rules a "constitution" — warning that changing them for any faction's convenience amounts to an attack on holders' economic rights.

By internal threat, Saylor means three specific proposals: BIP-110, which would restrict non-financial data like Ordinals inscriptions for roughly a year; covenants, a mechanism letting users pre-program how their coins can be spent in the future; and larger-block proposals. He called all three the same "constitutional offense" — one faction rewriting the rules and pushing the costs and risks onto everyone else, Decrypt reports.

  • The block reward halves every 210,000 blocks, so fees must carry a growing share of the network's security budget over time
  • Saylor calls weakening the fee market "disarmament" of miners at the exact moment the network needs them most
  • Protocol changes, he argues, should be rare, conservative, and driven by necessity — not by any single faction's ambition

In Saylor's view, that approach keeps Bitcoin's base layer simple, neutral, and secure, pushing experimentation onto optional layers built on top. He also repeated an earlier claim: Bitcoin could still grow 100-fold and become a foundation of global capital markets — but only if the base rules stay untouched. Saylor previously laid out 110 separate reasons against BIP-110 specifically.
